The duties performed by the Land Bailiffs are responsible. They are required to have a good knowledge of Chinese, to be competent surveyors, and much tact and discretion is necessary in their dealings with the Chinese population. As in the case of Revenue Officers they are exposed to considerable temptation in the course of their duties, in dealing with applications for land, and encroachments on Crown Lands, &c., and there would seem to be no good reason why they should not have an opportunity of rising to a salary of £270 a year.

I propose, therefore, subject to your approval, to place two of the posts of Land Bailiff in a special class with a salary of £250 rising by one triennial increment to £270, and to provide that in making promotions to this class merit and efficiency will be considered and not seniority alone. The two senior Lund Bailiffs, Messrs. Dillon and Mackay, have reached their maximum salary, and I propose to appoint them to the new class as from the 1st January, 1915. They reached their maximum salary on the 6th June, 1910, and 1st October, 1913, and I would recommend that air. Dillon should draw the maximum of the new scale as from lat January, 1915, and Mr. Mackay from 1st October, 1916.
